Eight German food and beverage industry associations have launched a joint campaign against the federal government’s planned sugar tax, stepping up opposition as lawmakers in Berlin debate the measure and a decision is expected by the end of November.

According to industry publication Getränke News, the campaign began on October 19 and is aimed at consumers as well as policymakers. The groups are using posters and leaflets in beverage specialty stores and other retail outlets, and they are backing that effort with online advertising. Their central message is that a sugar tax would raise living costs without improving public health outcomes.

The campaign slogan says, “A sugar tax does not make you slimmer. It makes you poorer.” Other poster lines used in the campaign include warnings that the tax would hit beverage cases and could turn a bottle of lemonade into a luxury item. The associations say they want to show shoppers, through concrete pricing examples, how much more they could pay if the tax takes effect.

The dispute centers on a government plan now

The dispute centers on a government plan now under discussion in the Bundestag. Under the proposal described by the associations, the tax would start on July 1, 2027. The groups are calling on the federal government and coalition lawmakers to drop the plan altogether. If the government does not withdraw it, they say the law should at least be fundamentally revised, with changes to both the collection system and the implementation schedule.

In their joint position, the associations argue that the planned start date is not realistic. They also warn that the tax would bring higher prices for consumers, added costs for companies and more bureaucracy. In their view, small and medium-sized businesses would be especially exposed, along with beverage wholesalers, retailers and restaurants.

The campaign is significant for Germany’s broader drinks business because the coalition opposing the tax includes brewers, mineral water producers, juice makers, soft drink companies and beverage wholesalers. That means the fight is not limited to sugary soft drinks. Depending on how the tax is written and collected, it could have wider effects on operating costs, pricing and administrative systems across beverage distribution and hospitality, including companies that share storage, transport or retail channels with taxed products.

Theion for the proposed tax, but sugar levies

Theion for the proposed tax, but sugar levies are typically presented by supporters as a way to reduce sugar consumption and encourage reformulation. The associations are rejecting that logic in this case and framing the measure as a financial burden on households and businesses at a time when many companies in retail and hospitality are already facing pressure on costs

The groups involved in the campaign are the German Brewers Association, the Federal Association of German Beverage Wholesalers, the Federation of German Food and Drink Industries, the German Fruit Juice Industry Association, the German Beverage Retail Association, the Association of German Mineral Springs, the Association of Private Breweries in Germany and the Economic Association of Non-Alcoholic Beverages. Their broad membership gives the campaign weight inside an industry that spans manufacturing, distribution and point-of-sale operations.

The timing also reflects concern about how quickly companies would need to adjust if the proposal is approved in its current form. A July 2027 launch would leave businesses with less than a year to prepare once a final vote is taken. For beverage producers and sellers, that could mean updating pricing, inventory systems, invoicing and tax handling within a short period, while also deciding whether to pass costs on to consumers or absorb them.

For now, the campaign appears designed to shape the political debate before the Bundestag reaches a final decision. By taking the issue into stores and online, the associations are trying to turn a technical tax discussion into a broader argument about consumer prices, business costs and the practical burden of enforcing a new levy across Germany’s food and beverage market.
